Where tags come from

Grades, Subjects, and Keywords are each a vocabulary, and each is arranged differently, because each holds a different kind of term.

Grades is a list in a fixed order: Kindergarten comes first, whatever the alphabet says. Subjects puts terms under terms, so a strand like Fractions sits under Math. Keywords is open: typing a keyword that isn't there yet adds it.

Every term sits at the same level, in the order a maintainer chose.

Each term can sit under one other. A heading holds terms without being one you tag with.

Grades: 9 grades in a fixed order. Subjects: 246 terms, 5 subjects at the top, each a heading over its strands, at most 4 levels deep. Keywords: 13 keywords, open, so typing a new one adds it.

Loading the vocabularies

Which vocabularies there are, and which fields use them, is set by engineers. The terms in them aren't: a maintainer adds, renames, and retires terms in the tools, with no engineer involved and no wait for a new release.
